218. Emoji Health Bar

Build a health bar as a string! Given `hp` (0–100) and `max` (always 100), return a string of 10 characters: '█' for each 10% of health, '░' for the rest. E.g., 70hp → '███████░░░'

Explanation: 7 filled, 3 empty
